Her deceased siblings are Lucille Thomas, Jim Hall Jr., Andrew Hall, Bruce Hall, Carrie Kersey, Mable Hall, Margaret Hall, Richard Hall, and Willie Hall. She was an awesome aunt to a host of nieces and nephews.
She graduated from BF Boddie High School in 1964. She received her Associates Degree in Applied Science from Essex County College in 1988.
She lived in NJ for 24 years then returned home to Milledgeville, Georgia in 1990.
Ms. Hall-Carter dedicated her life to helping those around her. Her life was the epitome of acts of kindness grounded in a field of social services. She worked with children, adults, and families in her 50 plus years. In the early 1970’s she was a Certified Nursing Assistant. Later, she was an intern at the Health Law Project ( an agency that provides legal advocacy services to persons with disabilities) in NJ and a house parent for adults with disabilities. In the 1980’s she was an Case Manager then promoted to Investigator for the Department of Youth and Family Services in New Jersey (providing safety, permanency, and wellbeing for children and families). She was a licensed realtor in New Jersey (helping families buy their first homes in Newark during the early part of the revitalization). In the 1990’s she moved back to Georgia and worked in social services. She was the Director of the Jeffersonville Day Treatment Program (River Edge) for years. Then in the mid 1990’s she was presented with the opportunity to open the Eatonton/Putnam County Day Treatment Program (Oconee Center) as the Program Coordinator providing structured scheduled activities which promote recovery, self-advocacy, and the enhancement of community living skills for adults affected by mental illness. She remained the Program Coordinator there until the program joined with Milledgeville Adult Services Program in 2003. She volunteered with various community agencies. She volunteered with Hospice of Oconee and Hospice of Baldwin. She had been a member of the National Alliance of Mental Illness and the Oconee Alliance of Mental Illness (agencies advocating building better lives for persons affected by mental illness). She volunteered as Disasters worker with the Baldwin/Putnam Area of the American Red Cross. Mrs. Carter retired from the State of Georgia in 2007.
Ms. Carter loved children. After she retired, she worked at Robin's Nest Day Care Center where she worked with all age children encouraging learning and positive socialization.
She was a God-fearing woman. While in NJ she was a member of the New Dawn Baptist Church where she was Program Coordinator. She was a member of Second Macedonia Church in Milledgeville since a young child. She could be heard through the house singing, “One day at a time sweet Jesus that's all I'm asking from you Give me the strength to do everyday what I have to do...”
Ms. Carter's grandchildren were the highlight of her life; she referred to them as her children. She encouraged Skylar and Jonathan to work hard and reach for the highest stars. She would attend all of their award ceremonies, church events, and community activities. The last words she mumbled from her hospital bed were, "Where are my children?"
